High-quality formwork made it possible to carry out construction and installation work on the construction of the Frunzensky bridge crossing in Samara seven days a week, 24 hours a day. This was noted on June 10, 2017 by the Minister of Transport of the Russian Federation M.Y. Sokolov, who paid a working visit to the Samara region. Together with Governor N.I. Merkushkin, he held a meeting in Togliatti dedicated to the implementation of a regional integrated program within the framework of the federal project "Safe and High-quality Roads" and got acquainted with the construction of an interchange on the M5 Ural highway.
M.Y. Sokolov recalled the main goal of the project: to bring the street and road network of the Samara-Togliatti agglomeration into a normative state in two years and eliminate emergency hazardous areas. It is planned that 48.5% of 2,500 km of roads should be in standard condition by the end of 2017, and 54% by the end of 2018. At the first stage, in 2017, the financing of the program from budgets of all levels will amount to more than 4.1 billion rubles. The Federal Treasury will fill the program with 1.8 billion rubles — according to this indicator, the Samara region is the leader in the country.
"2017 is the year of preparation for the World Cup, so we, in comparison with other agglomerations that do not host World Cup matches, have deliberately overestimated these indicators," the minister said. — Next year, the amount of funding will be less — 3.3 billion, including more than 1.5 billion will be sent by the federal center. "
M.Y. Sokolov stressed that the announced amounts are far from all federal funds allocated for the development of the Samara region's road network: "Additionally, transfers from the country's budget are provided exclusively for the preparation for the World Cup in the amount of 4.4 billion rubles. Another 600 million rubles — for the construction of the Frunzensky bridge crossing. Now a decision has been prepared — I hope the government and the State Duma will support us — to allocate an additional 400 million rubles to accelerate the construction of this facility."
Currently, 88 out of 93 contracts have been signed under the project "Safe and high-quality roads" in the Samara-Togliatti agglomeration, the rest are in the final stage. The head of the Ministry of Transport asked to speed up the signing of documents. He said that a decision was recently made at the level of Deputy Prime Minister of the Russian Federation A.V. Dvorkovich: funds allocated to entities that do not sign contracts before the beginning of July will be redirected to those regions that, following the results of the first months of the Safe and High-Quality Roads project, showed positive results.
"We need to be prepared for the fact that some additional funds may appear within the framework of this year to perform additional work," the minister said.
Commenting on the results of the working visit to journalists, M.Y. Sokolov said that 4.5 billion rubles were allocated for the repair of federal highways in the region this year, more than 10 billion rubles will be allocated for these purposes in 2018: "The amount of work financially and in physical volumes will be almost doubled. "The head of the Ministry of Transport also explained the introduction of restrictions on movement along the Zhiguli hydroelectric dam for heavy trucks during the daytime: "The hydroelectric dam is the only "narrow neck" of the entire road network of the region. We have now switched freight traffic exclusively to the night time period, and road workers work in such periods to minimize difficulties when driving on the M5 highway. "
Speaking about the prospects for the development of the Samara region's road network, the Minister expressed confidence that the region will cope with all the tasks set: "Expectations are high. Work at all levels — federal, regional, municipal — has been established, and the bulk of the planned work will be completed in September this year. "
